The Fiscal and Support Services
Division perform all financial and clerical functions of the
Human Services and Health Department. This Division
includes three units with staff located at the Home Road
office building and the Center Street office building. There
are fourteen staff at the Center Street Location and nine
staff at the Home Road Location. The Division consists of
twenty-four employees, including three Supervisors and a
Division Manager.
The conscientious, organized and
efficient performance of dedicated Fiscal and Support staff
is key to the Department’s ability to: (1) create and
maintain orderly files; (2) accurately record and process
billings; (3) answer, manage and direct telephone calls to
appropriate personnel; (4) transcribe dictation and reports;
(5) enhance client satisfaction with prompt, courteous and
professional interaction; (6) provide assistance with
administration of health clinics and many other services;
(7) secure financial funding; and (8) meet complex and
detailed state and other agency reporting needs.
The Center Street location
houses the following units from the Human Services and
Health Department: Public Health, Economic Support, Adult
Services, Aging, Transportation, Nutrition, Intake, Child
and Family, and Juvenile Services.
The Home Road location houses
Mental Health, Alcohol and Other Drug Abuse, Community
Support Program and Developmentally Disabled.

2004 brought an ongoing effort
to become Health Insurance Portability and Account Ability
Act (HIPAA) compliant. We continued to work with WebMD, a
clearinghouse, to assist with the transaction of HIPAA
compliancy. This effort continues to move forward as does
the privacy and security issues. Staff will continue to be
a part of this process.
In 2004 the State requested that
historical data be re-categorized with criteria recommended
through the Visions Project. Information from the Visions
Project may be used by the state to propose restructuring of
funding for Human Service Agencies.
