The transfer point, where calls for emergency help come in, and messages activating emergency responses go out, is the Dodge County Communications Centers. Hundreds of calls are handled every day where communications operators fulfill the multiple roles of dispatching and answering both emergency and business phone lines.

PURPOSE

 

The Dodge County Office of Emergency Management is in charge of the infrastructure for critical emergency 911, public safety, and highway communications in the county.  Central Communications consists mainly of two parts.  Part 1 – Communications Towers / Sites is the five communications sites located throughout the county and Part 2 – E911 Communications Center / Emergency Operations Center (EOC) / Backup Center is the critical radio and phone equipment located in the E911 Communications Center / EOC. 

COMMUNICATION TOWERS AND SITES

 

Juneau & Saint Helena Site 

In 2004, the Dodge County Office of Emergency Management was faced with replacement of a 50 year old communications tower in Juneau that was overloaded / over capacity with communications equipment.  With the help of Dodge County Board Supervisor Harold Johnson, John Corey - Dodge County Corporation Counsel and Dale Marks – Sheriffs Department, the Dodge County Office of Emergency Management finalized a joint partnership with the U.S. Cellular Corporation to; dismantle the current communications tower, construct a new communications tower, and add key improvements to the Saint Helena Communications Tower.  The specifics of the deal included; the immediate turn over of ownership of the new tower to the county.  U.S. Cellular will pay into an account in the amount of $950 per month up to the cost of the tower.  Once the tower is paid off, then a check will be cut directly to the county.  This will be additional revenue for the county.  The deal also involved U.S. Cellular providing over $40,000 of improvements to the Saint Helena Communications Tower.  These improvements were needed and if not for the deal with U.S. Cellular, would have come out of county funds.

Reeseville Site 

In December, the Dodge County Office of Emergency Management added a new communications site in the Village of Reeseville.  The communications equipment and the installation were paid for by a grant through a Homeland Security Grant saving the county over $136,000 in costs.  The new site filled the void of poor to zero communications in the southwest corner of the county.

Additional Sites

Dodge County Communications sites are located at Juneau, Saint Helena road, Beaver Dam, Reeseville, and Leroy.  The Dodge County Office of Emergency Management is proposing an additional three sites and transfer of one site to improve communications coverage in regions in the County where police officers, fire departments, and EMS cannot communicate via radio nor receive pages from the E911 Communications Center.

   

E911 COMMUNICATIONS CENTER,

EMERGENCY OPERATIONS CENTER (EOC) AND BACKUP CENTER

The Dodge County Communications Center alone handles as many as 3,500 "routine" calls per month and deals with a potential 40% clientele of cellular users - a figure that grows every week. Dodge County Communications Center dispatches for over 30 field commands encompassing the entire County, and keeps tabs on 200 officers operating 70 mobile units.

In 2004, the Dodge County Office of Emergency Management was appointed by the Executive Committee to oversee and direct the planning and construction of a new consolidated Enhanced E911 Communications Center, Emergency Operations Center, and a backup center with full negotiating and decision making powers.   

The Dodge County Office of Emergency Management quickly recognized in order to have a state-of-the-art communications center/facility that Dodge County could afford, Dodge County needed to hire a communications expert in the planning and development of communication centers.  Dodge County Emergency Management hired Leonard J. Koehnen & Associates, Inc. for the project management and engineering of the new Enhanced E911 Communications Center. The new Enhanced E911 Communications Center will be completed and fully operational by the end of year 2005.  Further details and specifications of the new Enhanced E911 Communications Center will be included in Dodge County Office of Emergency Managements 2005 Annual Report.
